Leveraging Technology to Streamline Tribal Infrastructure Projects

Chenhall Sedona Services Joint Venture LLC is proud to support the Indian Health Service (IHS) Navajo Area Sanitation Facilities Construction (SFC) Program.

Our mission: to help improve the efficiency, timeliness, and quality of sanitation facility projects serving tribal homes.

Through innovative tools like public-facing dashboards and an internal project management hub—powered by data from IHS’s STARS and PDS systems, we’re helping visualize project phases, workflows, budgets, and milestones.

Our team is also collaborating closely with Navajo Area staff to:

Streamline planning and design documentation
Enhance data tracking processes
Standardize cost submission templates for Engineering Service Providers (ESPs)
Develop cost estimation tools
Recommend strategies to accelerate project development

STGS and FEMA: Making a Difference in Disaster Relief

Contract Overview

Sedona Technologies Government Services (STGS) has successfully deployed many employees through FEMA contracts to aid in disaster relief. Below is an outline of the latest contract STGS is working.

Background information:

FEMA’s mission is helping people before, during, and after disasters. FEMA’s goal is to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. Within FEMA, the Office of Response and Recovery (ORR) provides guidance, leadership, and oversight to build, sustain, and improve the coordination and delivery of support to citizens and State, local, Tribal and Territorial governments to save lives, reduce suffering, protect property, and recover from all hazards to include climate change. As part of ORR, the Recovery Directorate provides assistance to communities overwhelmed by acts of terrorism, natural disasters, or other emergencies.

The Recovery Directorate’s Public Assistance (PA) Division has the specific mission of providing assistance to applicants (i.e., State, Tribal and local governments) and certain types of Private Nonprofit (PNP) organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. This also includes climate adaptation efforts that incorporate current and future risks which help reduce the effects of climate driven disasters on our nation’s communities. In support of PA’s mission, the contractor shall provide qualified personnel to support FEMA PA services.

Contract Scope:

The Government will establish four (4) geographic zones and seeks to award on a competitive basis one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for each respective zone. The goal of this contract is to acquire qualified contractor personnel with the technical skills necessary to supplement FEMA’s Public Assistance (PA) activities in major disasters and emergencies.

In support of PA’s mission, the contractor shall provide qualified technical personnel to assist FEMA with delivering the PA Program in a timely, efficient, effective, and consistent manner. The primary contractor support services required is anticipated to be:

Site Inspection (SI) support*
Field Technician support
Program Delivery Manager (PDMG) support*
Technical support in the development/updating of equipment rates
Technical support for the PA Community Disaster Loan (CDL) Program
PA Appeals, Audits and Arbitration support
PA Program Analysis and Support
Cost Estimating Format (CEF) support
Additional technical support service areas as identified at the Task Order level to include, but not limited to, Program Design, Training, Mitigation, and Environmental and Historic Preservation (EHP).

The STGS impact!

Through our TCRP program, STGS has been able to support some amazing projects. For the Swinomish Indian Tribal Community (SITC) , reviving the ancient tradition of clam gardening is not just about sustaining a traditional food or building resilience to climate change, it’s about community — strengthening connections across the Swinomish community and sharing knowledge with other Indigenous communities. STGS's Work With The Tribal Climate Resilience Annual Awards Program

What is the Tribal Climate Resilience Annual Awards Program?

For reference, The Branch of Tribal Climate Resilience (TCR) provides financial support for federally-recognized Tribal Nations and authorized Tribal organizations through a competitive funding opportunity to build Tribal resilience capacity. Since 2011, TCR has distributed over 1,050 awards totaling more than $240 million. In FY 2023, TCR awarded approximately $120.8 million in funding through President Biden’s Bipartisan Infrastructure Law, Inflation Reduction Act, and FY 2023 annual appropriations.

The Tribal Climate Resilience Annual Awards Program supports both planning and implementation projects, including for climate adaptation planning, community-led relocation, managed retreat (ie, partial relocation), protect-in-place efforts, ocean and coastal management, as well as for habitat restoration and adaptation.

STGS's Contract Awareded

Tribes are contending with multiple and increasingly persistent climate impacts to infrastructure and their way of life.

These include:

Flooding
Erosion and permafrost subsidence – at both coastal and riverine locations
Sea level rise, extreme precipitation events
Storm surge
Extreme weather events
Water scarcity
Drought-induced wildfire including resultant post-fire flood damage, among others.

Climate-related threats to tribal infrastructure are expected to increase in frequency and severity under future climate scenarios, thus being highly vulnerable to impacts associated with climate change.

The function of The Bureau of Indian Affairs (BIA) Branch of Tribal Climate Resilience (TCR) is to collaborate with selected communities and provide programmatic, technical, and financial assistance in support of these demonstration communities.

STGS was awarded the contract to help facilitate the function and accomplishment of objectives of the Branch of Tribal Climate Resilience (TCR). The main function of this position is to support BIA TCR by collaborating with BIA Regional Coordinators, partners, and communities.
